I have mine more for decoration, but the water break from the filter and skimmer will create oxygen.

No, they aren't really required. Between protein skimmer and filter/sump flow and powerheads, oxygenation should be fine.

I've read that some of the older models of skimmers used to use air pumps, but I haven't seen one personally.
